WhistleOut is pretty awesome: just tell it how many lines you need, what phone you want (or if you're bringing your own), how many minutes, texts, and GB of data you need, and any other details. It'll pull up any plans that fit your criteria, sorted by price. It'll even help you find early upgrade plans, pick a phone, visualize plans in graph form, and lots more.
It does seem like it's missing some carriers, unfortunately—even popular ones like Republic Wireless and Straight Talk—but if you're in the market for a new carrier, it's still a great starting place.
